Treasury bills crashing

A friend of mine keeps a blog where he talks about complicated financial matters. It is really beyond the scope of what I'm trying to do with mine, but recently he pointed out how short-term U.S. treasury bills just fell by around 50% or so. The government can now borrow money from you for only 2.8% interest. This generally doesn't bode well for the economy.
